Chambers Development Company, one of the nation’s largest builders and operators of sanitary landfills, hired Duffey to help diminish opposition faced in obtaining local government sanction and public support. Duffey conducted a telephone survey of county residents, which revealed that residents were in favor of a county-run landfill – only if it meant no new taxes levied on taxpayers.

Duffey counseled Chambers to establish more positive relations with leading members of the community and illustrate the company’s outstanding track record in operating similar landfills in other areas. In addition, Duffey provided media/speaker training, grassroots interaction, landfill cost analysis, advertorials, community affairs programming and a citizens advisory committee.

As a result, media coverage became more pro-Chambers; the county’s largest radio station indicated a strong interest in hearing Chamber’s side of the story and reflected positive news.
